It falls on the frame you see on screen. When saving as VOB, each range can come out about one frame longer.

Just your child’s turn at the recital, just the race at sports day. Find the scenes in a long DVD and put them together in one file.

Drop the VOB file into the Trim view and press “Convert and open”.
Use the scene pictures and “Next scene” to get close, then press “Mark this spot” (M) as you watch. Add a note if you like.
Pick two markers and press “Add the part between…”. Fine-tune start and end with ◀ ▶ to the millisecond or a single frame.
Check the joins with “Play all in order”, choose “Join into one” or “Save separately”, and save as VOB or MP4.
